Elon Musk contemplated withdrawing Starlink services from Ukraine due to fears of appearing as a contributor to the ongoing conflict with Russia, as stated by a former Pentagon official. After Ukrainian forces reported internet outages at the front lines, Musk expressed his apprehensions.
In a conversation with The New Yorker, Colin Kahl, a former US undersecretary of defense, was tasked with persuading Musk not to shut down the service. Kahl emphasized, "Turning it off won't stop the war." Musk was increasingly anxious that Starlink’s involvement was being perceived in Russia as an endorsement of Ukraine's military efforts and sought to alleviate Russian concerns.
The situation escalated last year when Musk stirred controversy with a Kremlin-friendly peace proposal that suggested Ukraine should acknowledge Russian sovereignty over occupied territories. The effects of these outages were particularly significant in the regions of Kherson, Zaporizhzhia, Luhansk, and Donetsk.
In October 2022, Musk denied having had direct discussions with Putin, stating on Twitter that he had spoken to the Russian president once, about a year and a half prior, regarding space matters. Recently, it was reported that Musk informed Pentagon officials about having personal conversations with President Vladimir Putin.
The Starlink satellite terminals provided by SpaceX, along with contributions from the US government and private donors, have become crucial for Ukrainian military communications. This vast network of satellites is essential for coordinating drone and artillery strikes, transmitting live battlefield footage, and gathering intelligence.
During discussions with US officials, Musk claimed he could observe "the entire war unfolding" via a map of Starlink activity. He expressed hesitation about whether his satellite internet system was being utilized for peaceful purposes or military operations.
Musk's concerns were evident when he previously denied access to the Starlink network during a planned maritime drone strike in the Black Sea, compelling Ukraine to abandon the operation. Meanwhile, Valeriy Zaluzhnyi, the chief of Ukraine’s military, has emphasized that continued access to Starlink is vital for their operations.
Ukrainian President Volodymyr Zelensky has sought to alleviate Musk's worries, assuring him that the system is "defensive and for survival," according to reports.
